Reopening this posting, the New York Times reports that the US State Department is investigating whether Israel’s use of American-made cluster bombs in southern Lebanon violated secret agreements restricting when it can employ such weapons -- although the investigation is unlikely to lead to any serious repercussions against Israel.

Do you think there'll be any repercussions against Hezbollah for their use of ball bearings in rockets fired at civilian areas in Israel, eh Stuart?

Attacking civilian areas indiscriminately is a serious violation of international humanitarian law and can constitute a war crime,? said Sarah Leah Whitson, director of the Middle East and North Africa division at Human Rights Watch. ?Hezbollah?s use of warheads that have limited military use and cause grievous suffering to the victims only makes the crime worse.?
